Does The Offer Affect The Stock Balance In The Store?
No, as long as an offer is just an offer, it will not affect the stock. That is, goods in an offer are not deducted from, or reserved in, the stock balance; this only happens when an order is created.
Must Offers Be Sent Before An Order Can Be Created?
No, from an offer in draft, you can choose to accept and create an order without having to send it via the customer first.
Does The Offer Work With The Procurement Module?

To give an example: if you create an offer on goods that are not in stock, it will not affect the stock balance until the offer is accepted and an order is created.
When the offer is converted into an order, the goods that are not in stock will automatically be placed in procurement or linked to existing procurement.
When the procurement is received, the order will be updated automatically when it is ready for delivery.
